the answer can be found in the US constituton, not including the amendments

Article 1 Section 7 of the US Constitution: All Bills for raising Revenue shall originate in the House of Representatives; but the senate may propose or concur with Amendments as on other Bills.

I suspect you knew that. Other wise how did you know any type of bill must originate in the House of Representatives?

The Constitution clearly states that any bill drawing on the US Treasury must originate in the House. This requirement goes back to the old days when Senators were chosen by the state legislators, so the members of the House were the only government officials chosen directly by the people.

Bills dealing with $$$$$

If the bill spends any money from the U.S. treasury, then it must originate from the House.

Any that are presented to the house originally. The same is true for those that originate in the senate. They first presented in the senate.

Appropriations bills cannot be introduced by the Senate (but obviously must be approved after).
