want to know if this is the address to the International Lottery Prize Release Centre

without knowing any more of the details i can safely guarantee that you are being scammed.
this is almost certainly a po addressset up for collection in person only.
The postcode comes up as a blank when you try to get an address from it.
If you think really.really hard you will almost certainly fail to remember buying any tickets. Does you local spar or Patels papershop ring YOU when you've 3 numbers up? No......... because they know Duck all about you.
Put your cheque book away and stop being greedy.
And if tomorrow you get an email from a nigerian businessman who needs an honest face to help him..........Bin that an'all.

No. There is no International Lottery. The address doesn't exist (the postcode is not a valid one and there is no address of Westminster Buldings in EC1). You have received a scam. Delete it immediately and do not try to contact them or send them *any* details or money (which you would never see again). You cannot win a lottery without entering it and no prizes are ever advised in this way.

Did you actually buy any ticket for any International Lottery??
...No you didn't, so why would you possibly believe you had won anything?

Do not send them any information about yourself.
