Hey Easy! Go to the neighborhood library and borrow Pre-Algebra book.

to be real... there is no "pre-algebra" really, it's just like common sense and over all it reviews everything you learned in elementary school, it's a waste of 2 years of my life(more like math classes)
go get a pre-algebra book and flip through it, try to understand everything ( there shouldn't be many things you don't understand) and if there is formulas don't worry about it because other people forget them anyways

go buy a algebra book at the book store and complete the book in a week.

you don't need it
get the book for the class after that
the first few chapters the "review" sections should be a shortened version of what you want
i assume you are talking middle/high school level - not college
