There are a lot of factors to consider here.
What kind of job is it?
Will you be below or on the award wage once he has deducted the $3?
Are you a member of a union?
Has he done it to other members of staff before and what was their response?
Why does he hate you? Have you done something personal to him that gives him reason to?
I would contact the department or union that protects and represents the people in your line of work and situation. They are out there!
Good Luck
I know I probably didn't answer your question very well but without some specifics and details it is very hard to give good advice on this sort of thing.

Read about at-will laws. Unless you have an employment contract guaranteeing a certain rate for a certain period, you are probably out of luck. Maybe you should try to talk to him and find out what caused this attitude and if there is anything you can do to redeem the relationship. If not, it's probably best to do what he says and start looking for another job. He must like you somewhat or he would have outright fired you. Many companies knock back hours, good clients and/or wages in order to force an employee to quit. It is a very dysfunctional, passive-agressive behavior. If you quit, you almost always lose the right to unemployment compensation. If you wait to get fired, you may have to explain things to the next employer. Either way, it sounds like the writing is on the wall.

As long as he's not discriminating against you due to your membership in a protected class (e.g. race, sex, religion), and you're not in a union and don't have an employment contract specifying salary, he can demote you if he wants to as long as you're still making at least minimum wage, and it looks like you are. Discrimination doesn't just mean that you're a member of a protected class - you'd have to show that's why he's treating you badly.
The bigger question is, why is he pissed at you? Telling an employee that you hate them is really strange. Has he done this to others? If he's just really hot-tempered, then he won't be able to keep decent employees - and if you work for a large company, he won't last long acting that way. If it's some specific thing that either you've done or he thinks you have, and it's not his normal way of behavior, then he probably wouldn't get fired.
In any case, sounds like it's time for you to look for a new job.

I would go to your boss and advise him that you are looking for a new job, have him put into writing that he is demoting you, his reasons and approximately when he was going to fire you. Just tell him that you need this info for a prospective job that you have. Then take this info to the unemployment department advise them that you are quiting cause of metal abuse show them what he wrote down and say I want unemployment. Then you will get it, he will more than likely get fined, you'll probably make the same amount on unemployment as your reduced pay. The other thing you can do is go to the dr and claim work related stress and file a nasty workers comp claim for metal stress. Good luck sounds like you need to get out of there anyways:)

You're ridiculous.
He doesn't hate you for no reason. He hates you for some reason that you are hiding from us or that you don't know.
Secondly, he's doing you a favor. He's forcing you to quit instead of firing you, which is a nastier stain on your resume.
As your boss, who despises you for some reaon which he finds work related enough to cut your salary, he has a right to do as he pleases. And if you really need and love the job so much that you'll work for a man who "hates" you for less than you have been paid in the future, then you aren't really worth $15.00/hr anyway.
Find another job.

GET THIS ON AUDIO TAPE! Buy a thin recorder from Wal Mart and get him to trash you. Don't let him see you are recording. Confront him about the pay reduction and that will get him jabbering like a mental patient! So you think it is unfair b/c you have worked hard and deserve a $3 pay INCREASE! This will flip his lid and he will probably swear and carry on etc. Get him to admit he is discriminating against you in some way, and then, he is DONE!
Enjoy your early retirement, and have a pina colada in Hawaii on the beach.

Thats a bunch of crap!!!!!!!. He's totally inhuman. If your in a union, I would make it known to them. If not, do yourself a favor, & walk out on him, when you think he really needs your help!!!!. That really makes me angry, cause you've been so dedicated, but don't think the next Employer won't notice your good work record, because he will see you have been a reliable employee, not matter what goes down. And will notice its the Employer & not you, just by your steady work history. I wish you my very best,& would think you could go to someone above him!!!!!!!. Good Luck!

Unless you have a contract, he can do as he pleases. However, if your performance is not warranting a pay cut and he has no evidence, I would contact the HR department (if you have one) or file a grievance with the labor relations board in your state.

You need to establish that he is discriminating against you. If you can narrow it down to a reason why he hates you, you may be able to litigate against him. Otherwise, you are a 'volounteer' employee and your employer 'volounteers' to employ you. He doesn't really need a reason to fire you or cut your pay, as long as it isn't discrimination.

The problem with this question is, we have only heard one side.
And unfortunately the person asking the question is just as angry
and just as wrong as his boss.
Although his boss can reduce his pay legally for cause.
