I have some friends that built a great web site using "Nvu"
(Plus, it's open source.)

Try Microsoft Frontpage. Not as much freedom as Dreamweaver though

dreamweaver is definitely not difficult. i personally think frontpage sucks. get a book on how to write html and start reading because thats the only way you'll be able to create the website how you want it.

You don't want to learn how to write a .css file, but you don't want to use a tool. Go figure.
Good luck on that one. Dreamweaver is not all that difficult to master. Neither is Cold Fusion. If you don't want to learn how to do it, settle for the pre-formatted stuff. Actually, yahoo 360 is pretty good, if limited.

If you are proficient with programming, or are willing to learn, you can build some pretty impressive websites with ruby on rails.
Basically, you setup a database, a webserver, and then use Ruby to generate dynamic, database-driven websites.

have you tried Microsoft FrontPage yet?
that's a pretty good one for website building beginners.
Notepad is good, if you know any HTML.
