First off, have one backpack just to use for the beach.
Second off, as long as you are right there in the wet sand as you are trying to put on your shoes and socks, you are going to get wet sand in the shoes and such.
If you can have a seat to sit on the best thing to do is to sit down, wet your feet one at a time but don't put it back on the sand and put on your sock and shoe. Repeat with the other foot.

I live by the beach. The best way is just to sink your feet into some dry sand and move them back and forth for a minute. The dry sand absorbs all the moisture out of the wet sand and leaves your feet sand free.

make sure you wear sandals or flip flops when you go to the beach. wear them straight into the water. usually when you come out, the water will rinse the sand off of your feet and you will only have to worry about sand being on the bottom of your sandals.
i used to wear tennis shoes to the beach, but now sandals. you could also keep a plastic bag in your backpack to keep your towel in. that way it won't get all sandy. :-)

Dont use your towel to dry your feet. The hot sand will dry your feet and then you can towel off the dry sand. It comes right off and doesnt stick to your towel. I dig my feet into the sand. It works like a charm.

Run through the dry sand areas making sure to let the sand rub off the wet sand stuck to your feet. It helps wear down calluses too!!

Use a large plastic ziplock bag to store the towel after you've dried your feet and when you get home, shake out the towel outside

You can get a plastic bag, like those they use at the grocery store, to store your towel in.
