When a male is circumcised, his foreskin is removed. The man is still able to function sexually, and it does no lasting harm. Some men protest circumcision, but their genitals are still intact after the procedure.
Female circumcision is widely regarded as barbaric and cruel by civilized society. When a female is circumcised, she doesn't just lose a flap of skin. Her entire clitoris is cut off. The clitoris is the female organ that is comparable to the penis. Imagine if someone surgically removed the head of your penis, not just the skin covering the head. Men enforce female circumcision to ensure that women will not stray from them. The UN looks upon female circumcision as a human rights violation, and numerous studies have been done which verify that a circumcised female has drastically lowered fertility, but the places that still practice female circumcision aren't interested in things like facts and science. They are only interested in the mutilation of women. Since women are not regarded as people in the countries where female circumcision is practiced, the men view it as being on the same level as branding a cow.

No, not in the good ole USA. But some cultures still do this horrible, painful and maiming act on females. We have granted asylum to girls running away from this.
There was a law suit in NY a few years ago with a girl trying to avoid her parents doing this to her, but I never saw the ending.
It is a cruel and inhumane thing to do to a girl. It ruins her sexual pleasure for life, which is probably how the practice originated.

Yes, they remove the clitoris so woman can enjoy sex, that way they will not have pre marital sex or stray during their marriage. Sometimes it is done without anesthetic (when the girl is like 7 not as a baby) while she is being held down by family members, they use a piece of glass as a scalpel (one of the horror stories i heard).
