There could be a number of things wrong. When a computer is turned on, a set of programs called the BIOS do a number of checks on your computer (checks RAM, checks the keyboard, etc). These beeps are usually an indicator that something has gone wrong with those checks. Without knowing the motherboard or BIOS version, it will be hard to definitively determine the meaning of the beeps.

Depends on your computer. What you're hearing is the bios POST (power on self test) delivering an audible message, just in case you can't see graphically from the boot. Each motherboard is a bit different. It could be anything from no mouse/keyboard to a failing/failed hard drive or other internal issue.
