Depends on all the circumstances.
If the woman was crossing the steet at an intersection, she has the right of way and it would be the motorcyclists fault.
If the woman runs out in front of the motorcycle without any rhyme, reason or warning, then the woman is at fault.

Like Laurie D said above, if the motorcyclist runs her over while she is crossing the road it is their fault, but if she runs out into the motorbike then it is her fault!!
