It's just a popular internet slang word thats used alot, especially with gamers. It's just a word that can be used pretty broadly, instead of saying beginner, loser, or pretty much whatever.

On most multi player RPG's people that are more experienced call new people noobs, it is not really an insult, it was made very popular with the game Runescape. I was called a noob for a long time i learned to ignore it lol.

its just net slang. noobs are known for asking alot of common sence questions or real off the wall questions.
