Lane splitting is allowed in California. There is no law stating exactly how fast the bike can go compared to the cars with the exception to the speed limit. The reason for lane splitting started with air cooled bikes. Bikes will overheat if sitting in traffic as much as the cars have to sit. Now before car drivers get jealous and upset, look at the alternative. Can you imagine what would happen if motorcyclist got in their cars and added to the traffic?

California is the only state that it is legal to split traffic. But you can only be going 10 mph faster than traffic

You can split lanes in California as long as you do not go faster than 10 mph faster than the traffic AND you don't exceed the speed limit in doing so.
