All communities have the same primary goals, health and safety. This begins with a fully funded police and fire department, to be followed by a county health department and a county disaster department.

There is also a responsibility to not over tax.

Each community will approach these needs differently, that is, a community oriented toward industrialization will support an infrastructure which supports such functions. A community which is agriculture oriented will support an infrastructure which supports such functions.

Separate from the mayoral functions and responsibilities, communities should also support a strong education system.

Most communities never have sufficient funds to do all that is requested of them. The prioritizing of needs and negotiating the give and take between local power groups can make these rather straight foreword goals quite difficult.
