So-called educational toys are so boring and formulaic, and kids frankly don't like to play with them. The reality is, the old tried-and-true toys are probably the best ones, and ANY toy has some educational and developmental value. Here are some examples of toys and some of thier merits:
Blocks: develop spatial awareness, coordination, exploration of physics, fractions/math (two little blocks equal one big block), sorting, organization, building, fine- and gross-motor, ramp-building, experimenting
Action figures: storytelling (linked directly to reading and writing), developing sense of self/creativity, fine-motor, role-playing
Costumes: sense of self, negotiation (with peers), role-playing (all related to literacy), storytelling
Toy cars: experimenting (racing, seeing which goes fastest, farthest, etc), sorting (important pre-math skill), bartering, fine-motor
I would be hard-pressed to find any toy that has no intellectual value. The Leap Frog and Brio kind of stuff is fine, but it usually only has one purpose--to impart specific knowledge. Kids need much more than this in order to develop into well-rounded individuals.

There's a new one called WordAce that's in the works by Hasbro. It's the very same one that won second place in the show 'American Inventor'. The toy shows promise and you should give it a try as soon as it comes out.
Until then, many Leapfrog and Fisher Price toys help build the child's intelligence based on his/her age.

No, they will not. It takes natural intelligence already in the child and then toys and such can add to the child's knowledge, and THAT is what makes a child intelligent

Depending upon age of course... I am a big fan of legos, building blocks, anything that allows them to be creative and independent at the same time.
Some of the worst - I think - are those that are not much more than video games. it could get them hooked on a bad habit of sitting in front of the TV at a very early age... a really BAD habit as a matter of fact.

Legos. They won't really make your child smarter, but they will develop spatial relations, which is a component of every IQ test I've seen.
