If some country has good values and high literacy rate than It could be the best form otherwise I do not think so.

Democracy is the best form of government if all are allowed to participate. Just that now Bush has it all to be his own style of democracy, where he controls everything. I hope that is the same as your DEMOCRAY.

I have not heard of democray but democracy is a good form of government and like any other form of government it is prone to corruption and weakens by excesses

I agree with Dave B. Democracy (or a republic, if you like) has lots of problems, but the evidence is persuasive that anything else would be worse.

I must comment on the remarks of the following responder. Communism failed because its economic philosophy fails to recognize that trade creates value. If you understand this, you see that all the Marxist rants about workers being exploited is bunk. Communism failed in Russia because private trade transactions were effectively banned, so it could not create wealth as rapidly as the Western states. Until China woke up and started allowing private business, it was failing for the same reason.

Except for small entities, like towns, Democracy is a terrible form of government. It becomes mob rule and oppresses minorities. However, a Republic, which starts from similar premises (such a wide sufferage and free elections) is a superb form, until the people lose discipline.

Who do you want running your country? A dictator? A politburo? Do you want a form of Government where the authoritarian rules? I challenge any one to get on a plane and go find a system that works better than this one. 300 Million souls and counting. Our standard of living, our personal freedoms, our opportunity to rise up economically. Compare them all, go ahead and find the microcosms that seem to be better. Just look at everything from top to bottom and then see where you should be.
Oh Yeah, that little box that says check spelling. Use it.

The best form of government is what the people in that country chooses.

Why? Because they would be more cooperating to that form of government and would be more comfortable. There will be fewer riots and revolutions. And different cultures have different ideas of what's right and wrong.

The best way to govern a people is to make them work for their citizenship. If you want to become a citizen even if you were born in this country then you have to serve in the military. Only citizens can vote and hold public offices. This is the way that it should be, like in the movie Starship troopers.

communism in reality is prob the best though--everyone works to the common good. Sharing, and generosity in abundance. Everyone is equal. Unfortunately, due to human nature real communism does not work and dictatorships calling themselves communists take power and give communism a very tainted view (not that all communism stands 4 is good--like revolution and the abolition of all religion) thats my speech.
