Why is the Washington Monument one color at the base and a different color from the middle to the top?

I don't think that's so much on purpose as pollution and dirt, but maybe someone else knows better.

I'm pretty sure they stopped construction at one point, and when they went back to finish it, the same type of stone was no longer available.
