I think it depends on what state you're in. Take a look at this page and read up on the landlord/tenant law in your state. From there you may be able to look into it further.

The second site is info about Maryland law, which may be helpful. My friend in MD is having problems with her apt too so we were recently looking at this.

No worries. The law says they have to get that chemically dense air out of the salon. Once it is in the air it is very much diluted into the fresh air. No health issues will result from this. You can ask if they could install a directional shield, but above all KNOW that there is no health threat at all to you. You're still getting very fresh air.
