I think this song shows a fatal flaw that we all make in that it sentimentalises a period, in this case the Seventies, with little knowledge of the reality of the time, socially, politically and culturally. I have a tendancy to connect the EIghties, which I was too young to remember to a bubblegum synth world, mostly cause I like Depeche Mode, and this is my only view on the time, alongside New Order.
As for the flowers- I think she's getting mixed up with the real punks and the washed down, diluted 'punk' bands you get now. Few artists now would do anything like the Sex Pistols actually did, mostly 'cause they're at the mercy of record labels and their greedy need to squeeze money out of their artists.

If you listen to the lyrics though she talks about revolution in the air in '77 and '69.
1969 was a big year for hippies, who apparantly wore flowers in their hair
1977 was a big year for punk and punk rockers
Combine the two and you get a punk rocker with flowers in their hair.
Quite simple really and quite a clever song about being born into the wrong generation

This is the age of electicism. I was around when punk kicked in - I was at school in Manchester at the height of it. Punk was raw, amateurish, right wing and angry. Flowers in the hair? I don't think so!
