Cincinnati, being a city known for it low-key, simple tastes has a LOT of choices for good burgers. Here are a few of my personal favorites (I'm an Eastsider, and my choices are mostly on this side of town):
Arthur's, Edwards Road, Hyde Park...if you go on a Monday or Tuesday and they are having "burger madness," during which you'll get unlimited free toppings along with fries, a cold beer, and consistently great service for under $10
The Friendly Stop, Sharon Road, Sharonville (across from the Grande Finale)...Always cheap, fast, and delicious, again under $10 with a cold beer
Max & Erma's, Rookwood Shopping Center, Edmundson Road (next to J Alexander's) is a tad pricier, but the Garbage Burger (guacamole, salsa, beer onions, mushrooms, bacon, and four cheeses) has been a menu staple since the 70's. They use all fresh, never-frozen ground beef loaded with fat for a very tasty burger. Warning: the fries are iffy. Opt for the Potato Salad instead.
Anderson Township Pub, Clough Pike, Anderson...has a buy one/get the second for a buck on Thusdays that puts two burgers and two beers in the $15 range, and a staff that's outrageously welcoming.
Max's, McMillan Avenue, Clifton...another good, greasy burger made on a flat-top grill gets rave reviews from a friend of mine.
Quaker Steak & Lube, Milford...OK, the name is in questionable taste, but if you order their wings before you have your burger, you'll forgive them, and then you'll be surprised with a burger that looks ready to be photographed and some of the best fries a chain restaurant ever boasted.
I hope you have at least one good meal from these choices.

There are three places that are generally listed as having the best hamburger in Cincinnati: Quatman's in Norwood, Arthur's in Hyde Park, and Zipp's in Mt. Lookout.
Quatman's burgers are OK, but Quatman's is kind of a dive (although they do have Hudepohl on tap). You do NOT get to specify how you would like your burger cooked here.
Zipp's is a bit more interesting. It's much more neighborhood friendly and has a nice atmosphere (toy trains circle the inside). The Girth Burger (a cheeseburger topped with a mett) is my favorite. My only gripe with Zipp's is that they don't cook your burger to order (usually comes medium to medium well).
Arthur's DOES cook your burger to order and they do, in fact, have great hamburgers. Plus, Arthur's has Burger Madness on weeknights which is $4.99 burgers with unlimited toppings. Despite that, I would still give a slight edge to Zipp's.
In my opinion, the best hamburger in Cincinnati is at Teller's in Hyde Park. Their hamburger will cost you $10 or so, but it is made from Kobe beef and they cook it to perfection.
One more place if you are on a budget, Bar Louie at Newport on the Levee, although a chain from Chicago, has pretty good burgers that are only $1 on Wednesday nights.

the only burger i've got ever obsessed approximately did no longer come from a cafe. It became made by capacity of a guy named John on the park...organic floor chuck, soaking wet in Tabasco w/ onions and bread crumbs jumbled mutually - pineapple chunks pushed deep into the beef for moisture, wrapped in Francis Bacon and entirely pro with salt and pepper. Charcoal-grilled. If we are in basic terms on the situation of quickly food burgers, In & Out is damn good, yet whilst we are on eating places, then yeah, crimson Robin, Ruby Tuesday's or Fudd Ruckers is amaaaazing.

Rock Bottom Restaurant and Brewery on Fountain Square has some awesome burgers on the menu and their beer is great too!
