I can't accurately say for sure as I have yet to play any GTA on the Xbox. However, usually Xbox is better for loading times, which is good if you just want to play the game. Though, I have heard some 'issues' with the Xbox versions of GTA regarding controls, glitches, music, etc.
Depends on what you like better. Graphics are a moot point as PS2 graphically is inferior to Xbox and well, most GTAs on the Xbox are ports.

I think it is better on ps2 because I just like the contols better

PS2 of course because grahpics r so much better
