Okay, all joking aside, there's really no such thing. There are many, many dialects of English, and as much as anyone wants to think that they speak a standard dialect of English, they don't, at least not all the time. The accepted standard for British English for a long time was a dialect called RP (Received Pronunciation), which was used on BBC news reports. However, these days, reporters on the BBC use a variety of accents.
Some Canadians I have been acquainted with (and my father, whose parents were Canadian) think that they speak "proper" English. Of course they are totally free to believe that, but if they are trying to define what's proper by what the Queen uses, they should listen more carefully, because they definitely do not sound like the Queen. No offense to the answerer right before me. I think Canadians say this because they are expressing a cultural desire to be associated with England. This reminds me of Spanish speakers I meet from all over the Americas who claim that they sound just like people from Spain, when they don't. And I don't see why they would want to.
I'm an American, so I don't speak the Queen's English at all. I speak a dialect used in the region of the States where I grew up, a standard dialect that is used in academic communications, since I work at a university, and occasionally a Canadian-influenced dialect.

I speak English with a slight Southern accent. Since we revolted againt the English to form the United States Of America, I wonder why our language is still referred to as English. Well, it's not that important, I guess. What is important is that , whether some of the Brits want to believe it or not, WE ARE FRIENDS,in a VERY unfriendly world. Some of you all may hate us ,now. Wait until you get in real trouble...I wonder who you will run to for help. The USA, that's who. And guess what...no matter how much you think you hate us, I still like you.

I speak the Queen's English, and I speak it with a lisp and a limp wrist. Most of the queens I hang out with speak like me. I am so hot today I'm almost in flames.

seeing that I am Canadian, I do speak the King's English, much to the consternation of my American friends. They all seem to think we don't know how to spell...lol
And a few other languages to boot as well....:)
