Seriously, a poodle skirt is nothing more than a full skirt that falls between the knee and ankle with a poodle appliqued on it and don't forget the petticoat to get the fullness of it. My mom made one for me in junior high when we had a "sock hop" dance at school. Although she's a seamstress so she actually custom made the skirt for me and made the poodle out of felt. I've seen poodles suitable for this purpose at Jo-Ann Fabrics at the back where they sell the patterns. You can totally just make your own.

I am sure you can buy them in stores around Halloween. But if it is like in the middle of summer then I would just recomend making one!
