What's your goal in determining if he's mentally matured?
Since this question relates to each individuals desired results, the answers should vary.
If you're looking to hire a young man to see if he's mentally mature enough to handle the position ... during the interview you could discuss the open position and ask him questions. His answers will reveal if he's mature enough to be hired.
If you're his parents and you're deciding weather he's old enough to be on his own ... you could follow what many in society do ... does he have a high school degree ... can he get employed ... does he understand responsibility in paying debt (rent, car payments, insurance) ... etc-etc-etc.
If you're dating him and want to go to the next level ... you'd should have a mental requirement for him like ... are you wanting to be exclusive, or do you still enjoying dating many women ... are you responsible in taking care of your own belongings , do you have any harmful addictions , etc-etc-etc.

I believe maturity is taking responsibility for your own actions.
