Given that the San Francisco is very big on preserving the housing stock that they have rather than destroy/building how would someone be able to make money off the real estate market over there without flipping?

A very good strategy for making money in the San Francisco market without quick turning or flipping the property is to locate a single family house that is in a mixed use commercial area. Like a busy street. What you are looking for is a property that is zoned commercial. So you find this single family home that may be across the street from a shopping center or office building. You can pay full price for the property and go to city hall to get a zoning variance. They you may rent the property to a professional tenant. Doctor, Dentist, Pest Company, Day care, etc. You have change the value to a higher and better use and gone from residential to commercial. Use the lease to refinace the property in five years and you can keep the property and pull out cash (assuming there has been appreciation) in five years.

i would say buy low, sell high.

in SF, you must buy high, sell higher.
