It will also give you a chance to check the place out and make sure it's clean, sanitary, commendable, and meet the people to see if they're good, honest people and good artists. You probably should wait until the first tattoo is entirely healed before getting another one, but it's not absolutely neccessary or anything. Just a good idea in case something happens.
You should only wait a year if you suspect that the tatoo place you used had exposed you to HIV or Hepatitis. It can take up to a year for either one to show up in a blood test (although both normally show up within a couple months). So if you suspect they might have used pre-used needles, get a blood test done after a couple months to make sure, and do not get another tattoo in the meantime. That way, if you do come up positive, you will know exactly where you were exposed and they can investigate the place. But if you saw them open a brand new pack of sealed needles (which they should have done right in front of you) and you don't suspect that any of their equpiment was dirty, then it's prefectly fine to go get another tattoo in less than a year.
