There's always the Rhodes Scholars program. Set up by Cecil Rhodes to enable outstanding American students to study at Oxford. An exceptionally prestigious award given out to only a few people a year.

If you're looking for something a little more run-of-the-mill, stick with your American university's study-abroad programs. Those will allow you to utilize your existing financial aid grants/scholarships/loans instead of striking out on your own. You pay tuition to your school, and they pay the English school for you. Keeps costs down too.
