As I understand it, males create these bubble layers to protect eggs (even if there are no females or eggs around). I always took it as a sign of good health.

In the wild bettas live in large shallow rice paddies, and pond. A male betta who has got enough food, and has established a territory needs to be ready if a female wanders by. It basicly means he's fairly happy.
Note don't take this as he wants a mate. Remember bettas are bettas not people with fins. Bettas are territorial, and in the wild they mate with a female. Produce 100s of offspring. Then drive her off. He'll maintain and defends the bubble nest until the fry becomes free swimming. (Then he'll attempt to eat them.) In a tank or bowl she can't get away, and he may kill her. Of course some females are pretty mean, and have been known to beat up the males. All and all bettas are happier alone.

Male bettas make bubble nests so the females can safely house their eggs there. this is normal even if there is no female in the tank.

bettas have to breath surface air some bubbles can be from this they also lay eggs in bubble nests. The male is the one that does the nesting.

If u r not planning in breeding them then that is a sign that it is Healthy and that it is capeabel of breeding. When he does bubbels on top of the tankn it is called a bubbel nest.
