A picc line is a peripherally inserted central IV catheter. It is inserted into the upper forearm.
See copied explanation below

What is a PICC Line?

A Peripherally Inserted Central Catheter, or "PICC line," is a thin, long, soft plastic tube that functions as an intravenous (IV) line. A PICC line allows your nurses and doctors to give you medications and fluids on a frequent basis. A PICC line can remain in place for as long as you need IV therapy.

A specially certified Registered Nurse (RN) usually performs this procedure. The RN inserts a PICC line into a large vein in your arm and guides the catheter up into the main vein near your heart where there is rapid blood flow. The RN sutures (stitches) the PICC line in place and covers the site with a sterile, transparent dressing. An x-ray is taken to assure that the catheter is in the right location. Inserting the PICC line takes 1 – 1½ hours to complete. Most patients feel little or no discomfort during this procedure. A local anesthetic may be used.

A port for receiving liquid medicine. It is sewn into the body, often on the front of the chest area, remains there for treatment, then is removed at a hospital or clinic. Pic lines allow the patient to receive treatment at home and lead a more normal life than being admitted to a hospital.
