I don't think so, considering that even if they had a job that could be done within the physical requirements of the doctor, that person couldn't perform them if in jail.
Same with unemployment, if you can't work even due to an injury, you can't claim unemployment.

I'm not sure, I know if California it is No. I used to work for a workers comp. law firm and they would take cases from inmates.
