YES in a way it is a foreign country since it is not part of the US. Puerto Rico though is associated ( only associated !,it is not part of ) thru a MUTUAL compact with the US since 1952.

Puerto Rico is a spanish speaking latin nation.

It has a special status in association with the US , it is a Commonwealth since 1952, Puerto Rico's official name is ESTADO LIBRE ASOCIADO de PUERTO RICO and it's constitution was established July 25 1952 which is the national day of Puerto Rico, this constitution was recognized by the United Nations in 1953 but it's status is seen as not a permanent one since it is still not fully sovereign.

Puerto Rico has an olympic team and international representation in international events. It's national representation is known worldwide.

In part Yes, In part No. Since Puerto Rico is politically associated with the US (Hello? It is not part of the US like some keep saying or a non self governing territory like the virgin islands or guam, hello? ) the entrance to Puerto Rico does not require a passport if coming from the US, the same backwards. This does not mean it will stay like that forever since the association is not forever, it is not a permanent thing and they can vote anytime to become a republic and change the rules of the game if they wish

Puerto Rico is considered a common wealth of the United States. the Puerto Ricans that live on the island are not allowed to vote for president. but if you move off the island you can vote for president. Puerto Ricans are citizens of the U.S.A. the U.S. dollar is the currency of P.R. Puerto Ricans have reps in congress and we have a senator to represent P.R. in Washington. we have the same judicial system. the best thing about living in P.R. is that their are no federal taxes. you don't need a passport to travel to the U.S. every 4 years we vote for the governor of the island and at the same time we vote on the independence referendum. statehood, status quo, or independence. very touchy situation when it comes to the statehood vote. beautiful island come visit some day.

No, it is a territory of the US. Its citizens are considered citizens of the US and entitled to all of the same legal privileges and protections as mainland US citizens.
