Its like anything that you put your mind to do. If you practice something all of the time you get good at it. Unless you have a mental disorder, you can study and read as much as possible and become the most knowledgeable person in the world same as Michael Jordan in basketball. Common sense, well that's a different thing, because what is common in your environment may not be common in someone elses. So read a book, go to the library and see who has the upper hand on knowledge.

Some peoples brains are just better developed than others, just like some people are more physically beautiful. You can work on it to better develop your brain just like developing your body with exercise. Of course you cannot change what you are born with. I know life is not fair but that is it. Peoples personalities are also pre-determined though you can try to change it, it really is the way it is, so best to accept it.

Generally speaking:
It depends on what a brain takes on as a child and what is devolped as a child, if the child is taught motivation, focus and self discipline, and these commodities are encouraged by the parents the young mind will take it on, and this encourages growth for motivation, ceativity and a curiosity for learning.
Teaching the child to focus is one of the main commodities as this encourages the mind to divide and store imformation without being scattered.

I actually do not beleive that a good education has anything to do with it. I beleive you can indeed train someone to be smarter, but natural genius can and does occur. It most likely has something to do witht he way the brain is formed, and the ability to process data.
