the abiltiy to sue the president.....

in order not to impeach.
because spector is a republican who sees a crime and overreach going on but cant risk the IMpeach word.

this has to do with the president making signing statements that say that although he signs it he can intrept what ever he wants.
ie torture...he signs a bill saying no torture but makes a signing statement that he can do it when he wants.

in complete contridiction to the bill he signs.

Spector says that the constitituon provides for either a
veto or signing.
that extra stuff the president says is overreach.

arlen spector should have been run out of town ever since he agreed with the warren commission's findings that kennedy's assassination was not part of a conspiracy. any bill he proposes is bound to be ill timed, purposeless and will probably make him money. guy's a loser and a piece of human waste product
