Why, yes, of course--if they are caught, and under what circumstances that happened with that ss card. If they just used it to flash around the house or to squash a bug with, I think they might get away with it. But if they used it pretending to be the person it was issued to, then there could be problems....

It's called identity theft, and yes, you'll be in big trouble. You can cause them as many headaches, if not more, than you ever could if you just stole their credit card. You can get access to government records, accounts, you name it, so the penalties are pretty harsh.
