Are you asking us if governments do actually do this?
or, are you asking us if it is right that governments would use these techniques?

Here in Aus and probably other places too, the government is using psychlogical techniques to achieve all kinds of outcomes.

For instance our government uses advertising campaigns to convince people that they should not smoke cigarettes, at the same time that the government is claiming huge amounts of tax from the sale of tobacco and tobacco products.

NO, I don't think that psychological techniques to achieve any outcomes at all. Honesty is what governments should use.

Psychological techniques has been around forever.

The purpose of the government is to gather a group of people, define objectives, and obtain the objectives of the people. When dictator's do this and the people have little or no say, then there is typically a "Rebellion" so that equality is meet. Same with a democracy. Should a leader have objectives given by the people that are not meet, then that public service representative will not be re-elected because of their shortcomings.

In order to get huge masses of people, governments need to "Market" idea's. Marketing is just the science of persuading people to do something.

When governments persuade society to go against individuals moral beliefs is when this can be dangerous to the Global Community. This is when you will see people who are good individuals ban together to kill and rape; where they would not do so on their own ... where racism is marketed and then governments use the hatred from racism to abolish whole races, or religions (Hitler, Darfur, Former Yugoslavia). This is where the Global Communities need to get together and to control bad governments or rebel groups.

Yes they play on the human psychology and mislead people. When one talks about the government leaders, one means essentially the politicians and NOT STATESMEN. Because there is the fundamental difference between a politician and a statesman -- the latter has got scruples.

It is NEVER right; however, we sometimes suffer lies and deceit from elected and appointed government officials.
Lately, there has been a lot of conflict with our Congressmen who have been accepting bribes and influence peddling. Some of them have proved to be crooks and others are under investigation by the FBI and other federal agencies.
I believe these things have always gone on, but, now we're better able to catch them doing their foul deeds (which is funny to me).

nope, but the people should also be smart enough to ask questions and not follow blindly. Are you loyal to a party, or to your country? You know what I mean?
