Buy a non-transfer make-up like Revlon ColorStay. It is not 100% effective, but it will help alot. I also recommend that you put on your make-up AFTER you put your clothes on (at least your shirt). Lastly, make sure that you stop applying your make-up at the jaw line and do not go lower. This will prevent the make-up from rubbing off on your neck or chest to your clothes. These tricks should really help you out a lot.

Try using a high pigmented foundation in target areas only instead of liquid foundation all over your face. Spritz with a water bottle to set make-up

try putting your makeup on after you dress.
and if that's not working try holding your head up high and not putting your head down so much. that might be it too.

put your clothes on first then your make up... or use button up shirts. or avoid using creme based make up...its hot these days anyway.
