Try another method:
1. Double-Click My Computer
2. Right-Click your C: drive and choose "Properties"
3. Click "Disk Cleanup"
4. Click on the "More Options" Tab
5. Under the "Installed Programs" Section, choose "Cleanup"
If that doesn't work, you can try this:

If that doesn't work, do a System Restore to the last date you knew it worked.

Hmm, strange. If you haven't, try restarting the computer.
If restarting the computer doesn't work, see if you can have a system backup.
Just a specuation, but try to find the file sp3res.dll or/and default.hta, right click it, go to properties, and uncheck the "read-only" box.

It sounds like from what I can tell. You have some mallicious program(s) on your computer. I would suggest going to download.com and downloading Spybot Search and Destroy and/or LavaSoft Adaware and scanning your computer. This will also remove anything they find.

Run some registry cleaning utility
If this doesnt solve, run spybot.

run a system restore.. go back at least one week
start - all programs - accessories - system tools - system restore.
don't worry.. you won't lose anything important. no documents, photos, files, etc will be deleted. only windows system files and your registry are affected by this.
