Zacarias Moussaoui is an admitted terrorist. The only reason he didn't kill anyone is because he wasn't given the chance. He's not in jail for murder..but for other crimes, including attempted murder and terrorism..

The whole idea of your premise is ludicrous, since when do people get sent away for murder for car accidents, when it is proven to be just that, an accident?
Since this happened in 1963, before you were born, what evidence do you have that this was either premeditated, or carried out with malicious intent?
Given that Laura Welsh (Bush) had no influence at that time, chances are that she wasn't let go for privileged status sake. It was an accident, she ran a stop sign and the case was closed, no charges filed. That's quite a leap to take THAT as murder.

Wasn't the death you are talking about accidental? Wasn't it a traffic accident? That would be a horrible thing to have on your conscience, but at least it wouldn't have been deliberate. Maybe a gun accident, but whatever it was, it was unintentional.
