Tenant moved out owing rent and trashing the place. Only place available to contact him is at his place of employment. Is it legal to contact him there?

Depends on what you mean by "contact" Send a certified letter? Absolutely. Call on the phone? Sure. Show up? Possibly.

Harass? No. That's what collection agencies and process servers are for. File a suit in small claims and report his delinquency to credit agencies...This is within your legal right to do.

The landlord can only contact the person at work after all other resources have been tried. If the employer tells the landlord not to come back, they can't.
Small claims court is usually a good way of getting a judgement for such things. Though a judgement doesn't mean the landlord will ever get paid. Sad but true.
