Yahoo Answers is an international site, if you scroll down to the bottom of the home page you will find that their are sites based in lots of different countries.
The reason for having sites based in different countries is that questions asked from a person in, say Australia about local issues would not be relevant to users, for example, in America. If a person wants to answer questions from askers from a certain part of the world, they can click on the flag nearest to that area. It wouldn't make sense to have every country in the world listed.
The flag for the UK, at the moment, brings up questions and answers from the UK and Ireland. When you click on it, go to the bottom of the categories to where it says 'Show'. You can now set the site to show you 'UK and Ireland questions only' or 'All English questions'. The 'All English questions' brings up questions, from all over the world, which were written in English. If you click on the United States flag, you have the choice of questions from the USA questions only or for All English questions.
If you click on the Travel category you will see that Ireland is listed . Click on Ireland and you will get listings for Cork, Dublin,
Galway, Limerick, Other - Ireland, and Waterford.
So to answer your question, this site is not for the UK or any other country only, questions are categorised this way just for the convenience of answerers.
