As opposed to "later this month." It's the same month, typically referring to the first week or so of the month. Otherwise, a person would refer to the middle of the month. Later in the month would mean the last week or so of the month.

earlier of the month means the earlier part of the month people call from the 1st of the month to the 20th the earlier of the month and from the 21st to the 29th or 30th the late part of the month
