Download OpenOffice.org from http://www.openoffice.org/ for free. It has templates for a lot of those things.
If you want to spend the money you could also get Microsoft Publisher, or better yet, Adobe PageMaker.

You can learn to use Paint.net, its a beefed up version of Paint and it'll do everything you need. Its free to download.
If you choose Open Office I recommend you also download the tutorials. You can download Open Office Draw as a standalone program; you don't have to install the whole suite. Its as good as Microsoft Publisher.
