Whenever I try to log off of my computer,(windows xp) It gives me the ending program box and says it is ending explorer.exe.
If I let the little bar go all the way to the end then I need to restart the computer because it freezes.
How do I fix this and what is explorer.exe?

Explorer.exe is not just Internet Explorer. It is a major component of Windows XP. When you go to My Documents, or my computer it uses Explorer.exe as the application.
FYI, this is the whole monopoly problem with WIndows and Internet Explorer they had a few years ago.

explorer.exe the the GUI (graphic user interface) that lets you "see" whats in your computer. Basically, its the desktop, and every folder view you ever see.
iexplore.exe is Internet Explorer.

Explorer.exe is the program that essentially runs your desktop (iexplore.exe is internet explorer). You may have a virus. Get scanned immediately.

The Explorer is the windows explorer. It is to use to explore all you computer such as my documents my muscic etc.
What you have is an error, i have it too and i cant fix it. Thats why i hate windows.
