The most obvious answer is Photoshop CS2. Once you scan the images and import it into Photoshop, you have a whole arsenal of artistic tools at your side.
Another software called PhotoPlus10 is a superb Photoshop clone at only a fraction of the price ($79).
Corel also produces a few programs (Draw & Paint) that would work great for what you are looking to do.

Adobe's Photoshop was designed to work with existing images; either scanned in or downloaded from another source. Look at the Corel packages (Draw & Paint) if you want to create original artwork on your computer. Even then without a drawing pad it can be difficult to use. A mouse isn't the best of drawing tools.

Photoshop for top of the line stuff, but that costs $400+ for a PC version ($200+ or so for Mac).
Alternatively, you can download the Gimp for free from http://www.gimp.org/ It is free and open source (free as in beer and speech) and is comprable to Photoshop.

you could use the free version of "photoshop", the Gimp. It acts just like photoshop but it's free check it out at www.gimp.org
they also have some tutorials about how to fill in drawings with color.

Get a Wacom Graphic tablet and use the adobe photoshop software.
The Wacom lets you sketch and fill in right on tablet.
