I am going to use it as the background for a power point presentation, so I'd like it to become almost transparent. I have Adobe Photoshop CS2.

It isn't a filter, it's the opacity of the layer.

Double click the background layer then click ok.

Change the transparency to 25%

Image -> Adjustments -> Index Color (since jpeg won't support transparency) -> Ok

File -> Save As -> Save the file as a GIF (compuserve gif)

Everyone has their own preference as to go about this. I'll give you the way I do it.
Above your Layers area there is a place where you can change the opacity of a layer. Change it to whatever you want- you just slide the little triangle up and down. Create a new layer and place it underneath your transparent layer. Fill it with white. Then bring in the image you wanted to use on top and place it above your transparent layer. If you want to save your image as a jpeg you can simply flatten the entire image- or it will do this automatically when you save as jpeg. Instead of a background of white you could try with black for a different look. If you want to be able to actually see through the entire background when you bring it into PowerPoint don't make that extra white layer and don't flatten the image. Just make your first image less opaque then put your other image on top and size it to what you want. You would then need to save as a gif. I think what you're going for is the first method I explained. Its pretty simple. I hope this helps!

I have photoshop CS, so this may be different depending on which photoshop you have.

Go to your Layers pallet (window - layers) You'll see at the top right hand corner "opacity" with a box that says 100% next to it. You can type in a new percentage, or click and hold down your mouse over the percentage to get a scrolling tool.

You can set the opacity on the layer box. That will make the picture transparant.

i dont know of a filter, but you can change the opacity of the layer...
make a new layer
fill with white
place the image layer above the white layer
adjust the opacity sliders until satisfied
flatten image and save
