If you have a contract and the date secton to fill in is 19__ but we are in the 20__, can this contract still be used?

ok can banks or someone willingly use a contract that has 19__ instead of 20__? Just to use up the old contracts? What if they fail to change that date?

Basic answer is yes. Just cross out the 19__ and substitute the 20__. To make sure there is no misunderstanding, later, make sure all parties expected to sign the contract initial the change.

Enforcable contracts can be very simple, as long as all parties clearly understand the meaning.

Even a verbal contract can be enforcable. (but harder to defend if someone challenges it.)

Just cross out 19 and write 20 over it. It was just a convience issue to keep you from having to fill out the entire date every time.
