Try any vintage clothing stores that are in your area...the vintage style is something, I think, that is always going to be in style and not over-the-top expensive. Also, I've always been able to find really cute, in style clothing that very inexpensive at Ross. Another option, believe it or not, is the Good-will or Salvation Army. You may have to sift and really search, but you can find some of the cutest clothing that was donated by someone that probably spent a lot on it.

Depends on where you live...try the garment district/fashion district in the nearest city. Some sell only to wholesalers (stores) but many are open to the public too. They're just like stores except you may not be able to try on. $30 would be a high price there, and for something that would cost $60+ retail.

If you live near a wealthy area, find out what thrift stores are in the town and visit them; that's how it is in my town; all the rich people only want to be seen once or twice in an outfit, then donate their clothes!

I had all sorts of advice about expensive stores.

Try a vintage clothes store, some really cool clothes and excessories that aren't too expensive.
