I know how to "Rap" and make lyrics, but I can't SING, as in I CAN'T sing due to my disability, BUT I want to get someone to use my lyrics and add music to them, so I can have a song...Is that possible?

maybe you could find a friend or someone you know to help you with your songs. Plus if you go to some music stores they might have people who play instruments but have no lead singer.

sure sweets u can have a song just wirte it out and look up someone n ur area or close to it
If that doesn't work out just stick to writing poetry

we cant teach u to rap online. from ur question u got no rhythm. u cant get rhythm. its sumthin u r born wit. so stick to wit ur good at
