I assume the topology is:

comp1 <===>hub<===>router<===>comp2

This would place you both on the same subnet.
You will need to set the firewall on each computer to allow microsoft file sharing then you can access the drives on the other computer as follows.

from comp1 the run command would be
\\comp2\c$

this will give you complete access to the C drive on computer 2.
In the run command above comp2 is the name of computer 2. If this does not seem to work, go to comp2, issue a ipconfig from a command window and see what the ip address of comp2 is.

then your run command would be

\\192.168.0.102\C$

This assumes that you know an administrator password for comp2.

The alternative is that the user on comp2 "shares" a folder, gives it a share name and allows access to a certain user with a password.
The run command is then
\\192.168.0.102\shareFolderName
followed by entering the userid and password required to access the share folder.

Another way to connect to a remote computer is to use remote desktop protocol.

On the remote computer, under start\controlpanel\system\remote turn on remote acess.

On the near computer fire up start\accessories\communication\remote desktop connection
and enter the IP address or name of the remote computer. you will see a windows login screen and then you can login using a userid and password that is good for the remote.

To connect from a mac to pc,
in finder, go to server:
smb://domain; userid@computer/sharename

from a pc to a mac
run
\\macname\userid

On the run command type:
\\computername\file wish to get to(C$)
Of course the file has to be share and turn of any firewall you have on.
