As a long time Chrysler mechanic what usually causes an accelerator pedal to stick is the cable itself becomes frayed and binds. Often times you can remove the air cleaner and see it near the throttle body or from under the dash see it near the pedal. But that is not to say it could not also be the throttle body or linkage that the cable attaches to or even the pedal itself so you need to check it out and get it fixed.I have worked on cars like this and if your not careful it can be dangerous.

the throttle return spring is probably rusted or in a bind-spray with a good lube such as PB Blaster
