Legally, there is nothing that prohibits foreigners from purchasing an apartment. The problem is, you can never be sure that the title is clean. No title insurance exists, either. You could try to buy a unit in a newly constructed building, but I am not sure there are any of those in Zaraisk, since the place is not exactly a boom town.

The scant information I have about prices in Zaraisk suggests that a studio (one-room apartment in Russian real estate lingo) goes for about $10,000, while a one-bedroom (aka a two-room apartment) can be had for about $15,000. No indication how crumbling the building would be or what kind of raging alcoholics you would get for neighbors.

I'd say, let your wife fly out there and take a look. Chances are, she'll change her mind when she gets there...
