every year, there will be at least one major tournament being held across the world. for example, there are continential championship where teams in the same confederations contesing the tournament & the Olympics where football has been a major sporting event since 1908.

besides the national teams, there are major tournament held for clubs, most notablely UEFA Champions' League which is held every year in Europe & it is open to all European league champions in the respective countries (under current tournament, teams finished 2nd, 3rd & 4th in certain countries may qualify).

Each region of the world has international and club torunaments. Other than the World Cup the Copa Confederaciones is another big international torunament. There is also Copa de Oro for Central & North America and the Caribbean, Nations Cup in Central America and Africa also has one. There is also a club World Cup and Copa Libertadores for South America clubs and Champions League for European clubs. There are football tournaments going on every year all around the world.

There are lots of soccer tournaments at national team and club team levels.
At national team level each confederation has it's own tournament like Copa America(2007), European Cup(2008), African Cup etc... the Champions of each Cup meet the year before the World Cup at the Confederations Cup, which will also be held in South Africa in 2009
At club level the most important and with a worldwide appeal is the UEFA Champions League and there is also Copa Libertadores, played every year.

There are arguably seven international tournaments that are "the best." Of course, the FIFA World Cup would be the best, and the next seven would be the tournaments that each international region has every few years (2 or 3 or 4, depending). Here is how I would rank the seven:
1) FIFA's (Fédération Internationale de Football Association) World Cup, simply because its the best of the world.
2) UEFA's (Union of European Football Associations) European Championhip, because Europe is the best continent as far as international football goes, and its the best of Europe.
3) CONMEBOL's (CONfederación sudaMEricana de FútBOL) Copa America, because South America is the second best continent and its the best of them.
4) CAF's (Confederation of African Football) African Cup of Nations (do you see the pattern)
5) CONCACAF's (Confederation of North, Central American and Caribbean Association Football) Gold Cup
6) AFC's (Asian Football Confederation) Asian Cup
7) OFC's (Oceania Football Confederation) Nations Cup
Those are the best of the internationals.
As for club cups, each of those regions also has a similar tournament for the clubs of those regions. The UEFA Champions League is probably the most important, as it is the very best of the best of Europe's club teams, and happens every year. The UEFA Cup is next, as it is the best of the best of Europe's club teams. Then CONMEBOL's Copa Libertadores, CAF's Champions League, CONCACAF's Champions Cup, AFC's Champions League, and OFC's Club Championship.

Aside from the leagues you'll find in many countries (English Premier League, Spain's La Liga, Germany's Bundesliga, Italy's Serie A, etc. etc.), there is the European Championships in 2008.
One of my favorite tournaments, though, is the UEFA Champions League, which pits the top-ranking teams from all the national leagues in Europe (as defined by FIFA, who are not exacly geographic genuises). Like the World Cup, it starts with a group stage followed by a knockout stage.
In the knockout stages, the teams that are matched up play one game at home and one away. Whoever scored more goals total wins. If they scored the same number of goals, whoever scored more away goals wins. Very exciting.
Sometimes, teams from small nations like Israel (remember what I said about FIFA's lack of geographic expertise?) get a chance to upset a team like Manchester United. Even if it's just in the group stage, that kind of upset is always fun to watch.
The Champions League happens each year. Bigger leagues get more teams in the tournament. I believe the Premiership gets four teams, while smaller leagues will get one or two.

I don't really like soccer, but it's entertaining to watch the World Cup, although I only saw when France and Mexico played and England and Algeria played and part of when Brazil and Ivory Coast played. Other than that, I'm not really that interested in the World Cup like those WC fans that go really crazy for the game.

Each countries have their own leagues and they play against different clubs within the country, just like NHL, NFL, etc. There is also the European Cup which is between the European countries. However, I believe the only international one is the World Cup, played every four years.
Also, countries also play friendly matches with each other.
